Senator Reguffe (without party-DF) again asked, on Tuesday (3), in Plenary, the installation of the CPI of the Superior Courts, to investigate possible irregularities, and also the analysis, by the Senate Plenary, of requests for impeachment of court ministers.
For him, the Senate followed and fulfilled the constitutional rite and already has the signatures necessary for the installation of the CPI, which leads him to question the fact that it has not yet been installed. In his opinion, a certain fact already exists and the Senate has an obligation to comply with what is determined by the larger law.
- There are already 27 signatures. So it has to be installed. Why are the upper courts untouchable, why can't they be investigated? So, it is necessary to install this parliamentary committee of inquiry, as well as to place here, for analysis, the requests for impeachment of the ministers of the Supreme Court. Analyzing is not prejudging, no. It is to analyze. Now you can't get everything shelved, ”he said.

Anthony Garotinho leaves Benfica prison in Rio's North Zone

After being arrested and released for the fourth time, former Governor Anthony Garotinho left Benfica Prison in the North Zone of Rio, around 10:30 am on Wednesday (04) in the company of lawyers and daughter. Little boy attributed the arrest to political persecution (the same as would have removed him from past elections), and said he did not benefit from the policy. He said he leads "a simple life" and that he and his wife, Rosinha Garotinho, have "clean hands and a clear conscience".

The couple was arrested in a joint operation of the Public Prosecution Service and the Civil Police on Tuesday (03), in their apartment in Flamengo, South Zone of Rio. The accusation is that they received bribes in two contracts for construction of popular houses in Campos dos Goytacazes, Rio de Janeiro. Less than 24 hours later, the order for release came from Judge Siro Darlan of the Rio Court of Justice (TJ-RJ).

“(I assign the prison) to political persecution. Do you think it is appropriate to take someone a few days from the election here? By the time I go to Romário and go to second place, they took me out, ”said Garotinho, referring to the state governor elections in 2018, when the Electoral Court barred his candidacy on the basis of the Clean Record Law.
Dressed in jeans and a blue polo shirt, where he hung his glasses, Little Boy said he and his wife are sure they are innocent. “Let's move on. I have my clean hands, my quiet conscience, Rosinha too, ”defended the former governor.

For Garotinho, the accusations he made against former governor Sérgio Cabral in his personal blog would have been an “aggravating factor” for the alleged political persecution he faces today. “I didn't get rich in politics, I have a simple life. And there is an aggravating factor in this whole situation: I was the author of the denunciations in the Federal Prosecutor (MPF) against Sergio Cabral and all that group, which includes people from all walks of life, and are not satisfied with me. So I hope the court judges facts. Don't be judging people. We cannot have a party, personalistic justice. He likes one and doesn't like the other, ”he said.

Reguffe volta a pedir a instalação da CPI dos Tribunais Superiores

O senador Reguffe (sem partido-DF) voltou a pedir, nesta terça-feira (3), em Plenário, a instalação da CPI dos Tribunais Superiores, para apurar eventuais irregularidades, e também a análise, pelo Plenário do Senado, dos pedidos de impeachment de ministros da corte.
Para ele, o Senado seguiu e cumpriu o rito constitucional e já conta com as assinaturas necessárias para a instalação da CPI, o que o leva a questionar o fato de ainda não ter sido instalada. Em sua opinião, já existe um fato determinado e o Senado tem a obrigação de cumprir o que determina a lei maior.
— Já há as 27 assinaturas. Então, tem que se instalar. Por que as cortes superiores são intocáveis, por que não podem ser investigadas? Então, é preciso, sim, instalar essa comissão parlamentar de inquérito, assim como é preciso também que se coloquem aqui, para análise, os pedidos de impeachment dos ministros do STF [Superior Tribunal Federal]. Analisar não é prejulgar, não. É analisar. Agora, não dá é para ficar tudo engavetado — declarou.

Anthony Garotinho deixa o presídio de Benfica, na Zona Norte do Rio

Após ter sido preso e solto pela quarta vez, o ex-governador Anthony  Garotinho  deixou o presídio de Benfica , na Zona Norte do Rio, por volta das 10h30 desta quarta-feira (04) na companhia dos advogados e da filha. Garotinho  atribuiu a prisão a uma perseguição política (a mesma que o teria tirado das eleições passadas), e afirmou não ter se beneficiado  com a política. Ele disse que leva “uma vida simples” e que ele e a mulher, Rosinha Garotinho , estão com as “mãos limpas e consciência tranquila”.

O casal foi preso em uma operação conjunta do Ministério Público e da Polícia Civil na terça-feira (03), no apartamento deles no Flamengo, Zona Sul carioca. A acusação é de que eles receberam propina em dois contratos para construção de casas populares em Campos dos Goytacazes, interior fluminense. Menos de 24h depois, a ordem para soltura veio do desembargador Siro Darlan, do Tribunal de Justiça do Rio (TJ-RJ).

“(Atribuo a prisão) à perseguição política. Você acha que tem cabimento tirar alguém a poucos dias da eleição aqui? Na hora em que eu passo o Romário e vou para o segundo lugar, me tiraram”, disse Garotinho , referindo-se às eleições para governador do estado, em 2018, quando a Justiça Eleitoral barrou sua candidatura com base na Lei da Ficha Limpa.
Vestido com uma calça jeans e uma camisa polo azul, na qual pendurou os óculos, Garotinho afirmou que ele e a mulher têm certeza de que são inocentes. “Vamos em frente. Eu tenho minhas mãos limpas, minha consciência tranquila, a Rosinha também”, defendeu o ex-governador.

Para Garotinho , as acusações que fez contra o ex-governador Sérgio Cabral , em seu blog pessoal, teriam sido um “fator agravante” para a suposta perseguição política que enfrenta hoje.  “Eu não enriqueci na política, tenho uma vida simples. E há um fator agravante nessa situação toda: fui autor das denúnicas no Ministério Público Federal (MPF) contra Sérgio Cabral e todo aquele grupo, que inclui pessoas de todas as esferas, e não estão satisfeitas comigo. Então, eu espero que a Justiça julgue fatos. Não fique julgando pessoas. Não podemos ter uma Justiça partidária, personalista. Gosta de um e não gosta do outro”, afirmou.

Noite ‘tranquila’
Questionado, o político também afirmou que teve uma noite “tranquila” em Benfica e não confirmou para onde iria ao deixar a prisão. Segundo Garotinho , Rosinha passou a noite no Complexo Penitenciário de Gericinó, em Bangu, na Zona Oeste, e foi liberada pouco antes dele. A informação mais atualizada, divulgada pela Secretaria de Administração Penitenciária do Rio (Seap), era de que ela também estaria em Benfica.

Comissão aprova projeto que regulamenta profissão de salva-vidas

A Comissão de Desenvolvimento Regional e Turismo (CDR) aprovou, nesta quarta-feira (4), o Projeto de Lei da Câmara (PLC) 42/2013, que regulamenta a profissão de salva-vidas, de autoria do deputado Nelson Pellegrino (PT-BA). A matéria ainda será analisada pela Comissão de Assuntos Sociais (CAS) e pela Comissão de Constituição e Justiça (CCJ).
A matéria teve o apoio do relator, senador Styvenson Valentim (Podemos-RN), que apresentou um substitutivo. Com base em dados da Sociedade Brasileira de Salvamento Aquático (Sobrasa), o senador registra que o afogamento é a segunda maior causa de morte acidental no Brasil. Styvenson aponta que os salva-vidas, que colocam suas vidas a serviço de outras, e, com a regulamentação da profissão, podem ter sua atividade valorizada e sujeita a aperfeiçoamentos.
A proposta original previa prazo de um ano para que o salva-vidas realizasse curso profissionalizante para continuar no exercício da profissão. Essa previsão foi retirada, pois, segundo Styvenson, a exigência poderia excluir muitos profissionais “de um mercado que já sofre com efetivo reduzido”.
Styvenson acatou parte de emenda apresentada pelo senador Paulo Paim (PT-RS), durante a análise da matéria na Comissão de Assuntos Sociais (CAS), que assegura o exercício regular da profissão a quem já trabalha na área na data de entrada em vigor da futura lei. Ele rejeitou, porém, a parte da emenda de Paim que previa piso salarial de R$ 2.364,00, por entender que essa definição será mais adequada em convenção ou acordo coletivo. A fixação do valor em lei, segundo o relator, tornaria rígidos quaisquer ajustes posteriores.
Curso profissionalizante
Outra emenda de Paim foi integralmente acatada, para suprimir artigo que tratava do conteúdo de curso profissionalizante da área. O relator concorda que esse detalhamento fere a autonomia pedagógica das entidades e instituições de ensino, sendo suficientes as especificações da proposição, como a de que o profissional deve ter mais de 18 anos de idade, gozar de plena saúde física e mental e ter ensino médio completo. O texto ainda traz exigências específicas para a prática de natação do salva-vidas e prevê curso profissionalizante específico com carga mínima de 160 horas-aulas para os novos profissionais.
O relator rejeitou outra emenda que suprimia do projeto a determinação da presença de dois salva-vidas para cada 300 m2 de superfície aquática durante os horários de uso de piscinas públicas e coletivas. Mas acatou parte de emenda proposta pelo ex-senador Valdir Raupp, que aprimora essa ideia, prevendo um guarda-vidas durante todo o período de funcionamento em piscinas com até 350m2 de superfície. A partir dessa medida, a exigência é de pelo menos dois salva-vidas. No caso de piscina em movimento de correnteza ou ondas, será necessário um profissional a cada 200m2 de área de piscina.
Outra emenda acatada por Styvenson desobriga áreas com piscinas não exploradas comercialmente de seguirem as regras sobre a presença de salva-vidas. A emenda foi oferecida pelo senador Jean Paul Prates (PT-RN).
Para as embarcações utilizadas como transporte coletivo de passageiros, inclusive de turismo, o texto estabelece que pelo menos um dos tripulantes deve estar habilitado como guarda-vidas.

Protesters perform acts in support of Opeation Car Wash and Minister Moro
























Protesters gathered in 46 cities in 21 states and the Federal District on Sunday to protest against the abuse of authority bill, which was passed by Congress and is awaiting sanction by President Jair Bolsonaro. Acts were recorded in AL, AM, BA, CE, DF, ES, GO, MA, MG, PA, PB, PE, PR, PI, RJ, RN, RS, RO, SC, SE, SP and TO.

The protests, which were called by the group Come to the Street, among others, also cite support for the Lava Jato and the Bolsonaro government. They also request the appointment of Prosecutor Deltan Dallagnol to the Attorney General's Office. There were also posters criticizing ministers of the Supreme Court (STF).

Abuse of authority

The authority abuse bill was approved by the National Congress on August 14. The text defines about 30 situations that configure the crime of abuse of authority, such as:
    • Obtain evidence through illicit means,

Amazonas
In Manaus, participants focus on the Ponta Negra boardwalk in the west zone of the capital. The demonstration began around 4:30 pm, after heavy rain hit the Amazonian capital. With large signs and many flags, the group also had a sound car at the tourist spot.

Bahia
Dressed in green and yellow, the group began arriving at Farol da Barra in Salvador at 9am. Guided by an electric trio with Brazilian flags, the protesters followed around 11am, walking towards Morro do Cristo, about 1.2 km after Farol da Barra, on the edge of the city. In addition to defending the Lava Jato, the group also requested impeachment of Federal Supreme Court Minister Gilmar Mendes and STF President Dias Toffoli.

Protesters made an act in Portugal Square, noble region of Fortaleza. The protest began at 4 pm and ended at 6 pm and featured an electric trio.

Federal District
Protesters in favor of Bolsonaro made an act in the morning in Brasilia. Protesters raised inflatable dolls on the lawn in front of the National Congress. One of the characters, according to the organizers, represented the minister Sérgio Moro - dressed in "superman" clothes.
Three sound cars supported the act. With bands in green and yellow, the group displayed phrases that called for "the end of corruption." Another poster, in French, said "We are not a French colony" - in reference to the issues surrounding burning in the Amazon.

Holy Spirit
Protesters gathered in the town of Vitória and Vila Velha on Sunday afternoon. Concentration began around 3 pm, one at Camburi Beach in Vitoria and the other at Itaparica Beach in Vila Velha.
Dressed in yellow clothes, the protesters hold Brazilian flags, posters and shout slogans.

Hundreds of climate activists have marched in south-western France carrying portraits of President Emmanuel Macron that they had illegally removed from town halls and which police had been seeking to recover amid a judicial crackdown.
As the G7 leaders met in Biarritz, demonstrators from a nationwide civil disobedience movement demanding more action on the climate emergency appeared in nearby Bayonne brandishing dozens of portraits the state accuses them of stealing from civic buildings.

Demonstrators said they wanted to highlight what they called the gap between the president’s official pledge to combat global heating and insufficient government action to lower emissions.
As part of the “Take down Macron” movement that began in February, non-violent protesters seized official framed portraits of Macron from more than 100 town halls stretching from small Beaujolais villages to towns in Normandy. It has led to a police crackdown and a number of trials for “group theft by deceit” will take place this autumn.
In Bayonne, a spokeswoman for ANV-Cop 21, a group promoting non-violent action in support of the Paris climate accord, said protesters had gathered with the portraits “because we want to denounce the vast gulf between Emmanuel Macon’s international decisions on the climate and his concrete action in France. While Emmanuel Macron surfs internationally on a false image of climate champion, citizens in his own country are taking him down.”
Some chanted “One, two, three degrees, it’s a crime against humanity!” as they marched through the narrow streets of Bayonne, near the French resort of Biarritz where police had sealed off the town centre for the G7 summit.
“We are holding Macron upside down to show the lack of sense in his policies,” said one demonstrator as some portraits were turned on their head.

Macron has put the climate emergency on the agenda for the G7 talks with a session on the environment and biodiversity on Monday morning. He has said he will push for concerted action to limit carbon emissions in the fashion industry, lower shipping emissions and act on the potent greenhouse gases, hydrofluorocarbons (HFCs) used in cooling units such as fridges and air-conditioners.

In a video recorded shortly before the summit, Macron said the youth climate protests had made him harden his climate stance. “I’ve profoundly changed,” he told Konbini News.

The centrist Macron styles himself as a vocal champion of fighting global heating and the guarantor of the UN’s 2015 Paris climate accord. He has challenged the US president, Donald Trump, on the issue, vowing France would “make our planet great again”. But at home, there is a “gap between ambition and reality”, the nation’s independent advisory council on the climate recently warned. France is failing to reduce greenhouse gas emissions fast enough, particularly on road transport and buildings, and is unlikely to meet its goals.
When the G7 summit opened on Saturday, more than 9,000 protesters joined a peaceful anti-G7 march across a bridge linking France and Spain. But later in the day, police used teargas and water cannon to break up protests in Bayonne, where hundreds of demonstrators chanting anti-capitalist slogans were blocked from reaching the city centre.
By Saturday evening, 68 people had been arrested, 38 of whom were taken into custody, authorities said.
Anti-capitalist activists, environmentalists and other anti-globalisation groups have converged on a G7 counter-summit in nearby Hendaye, close to the Spanish border, which has largely been peaceful.

Biarritz is a popular surfing destination that would normally be enjoying a summer tourism boom, but with Trump, Boris Johnson and other world leaders arriving for three days of talks, the resort has been in lockdown.
France deployed more than 13,000 police officers and gendarmes to secure the event amid fears of disturbances by radical anti-capitalist groups, anarchists or French “gilets jaunes” (yellow vest) anti-government protesters.

BUENOS AIRES - Thousands of people took to the streets of Argentina on Saturday in support of Mauricio Macri's reelection in the October 27 presidential election, a result that experts find difficult after the big defeat suffered by the Argentine leader in the previous August elections. The president, who was in his country house, returned to the capital and attended the act of the balcony of Casa Rosada, waving to his supporters.
In Buenos Aires, Macri supporters occupied Plaza de Mayo, a traditional protest site in the Argentine capital. When the act filled, the president and his wife, Juliana Awada, went to the balcony to wave to the crowd.

On the balcony, Macri tried to make a speech, but since there was no sound system in place, he just shouted phrases like "let's turn" and "yes, it's possible". To make it easier for the population to get closer to Casa Rosada, the security of the place removed the metal plates that keep the population away from the building. Then the Argentine president posted a video on his social networks:
"Thank you for your support. I heard them, I know what they are going through. We have decided to change because we can be better, we cannot give up, we have to go together now more than ever," said the Argentine president. "Three years is a short time to change a story and we are changing, telling the truth, without stealing, without deceiving them, without shortcuts, working together, talking and so we will continue to build the Argentina we want."

Macri suffered a major defeat in the primary elections on August 11, which precede the national election on October 27, a result considered virtually irreversible by political analysts. Alberto Fernandéz, who has Cristina Kirchner as deputy, had 47% of the vote, compared to 32% for Macri. To win the first round in Argentina, a candidate must have 45% of the vote or 40% and a difference of at least ten points over the runner-up.

On Sunday, former GOP congressman Joe Walsh announced in an interview that he would be challenging President Donald Trump in the Republican primaries before the 2020 election.He also hammered the President on other various topics.sponsor 
"I'm running because he's unfit; somebody needs to step up and there needs to be an alternative," Walsh said. "The country is sick of this guy's tantrum -- he's a child."
Walsh also claimed responsibility for helping to "create Trump."
"I helped create Trump," he said to ABC News' George Stephanopoulos. "I feel responsible for that."
Walsh continued to say that President Trump was "tweeting us into a recession" and also cautioned that "he'll tweet us into war."

Stephanopoulos called out Walsh for making outlandish statements of his own, including calling former President Barack Obama a Muslim and an enemy. Walsh said Trump "made me reflect on some of the things I've said in the past," acknowledging that at times he "went beyond the policies and idea" and "said some ugly things about President Obama that I regret."
When asked if he truly believes what he said about Obama, Walsh responded, "God no, and I have apologized for that."
During the same interview, however, Walsh made a series of personal attacks against President Trump.
"He's nuts, he's erratic, he's cruel, he stokes bigotry," Walsh said. He accused Trump of not caring about America, saying, "the only thing he cares about is Trump."
Walsh also cited Trump's 2016 campaign promise to build a wall along the southern border and to have Mexico pay for it, which has not happened.
"He’s incompetent. He has no freakin’ clue what he’s doing," Walsh said.
The Trump campaign had far fewer words in response to Walsh's announcement.
"Whatever," campaign communications director Tim Murtaugh said to ABC.
Walsh, who served one term in Congress, acknowledged that he has very little chance of defeating the president in the primaries, but said he wants to promote a different direction for the Republican Party. Earlier in August, Walsh published a New York Times op-ed about the need for Trump to face a primary challenge. He said the positive response to the piece inspired his decision to run.
Earlier in the week, Walsh hinted that he may run against President Trump.
